The Composite Semaphore Flag for Romeo is black and white. It is black because T is the 18th number in the alphabet and the ones digit value of 8 is calibrated to to the colour black. White is included since it is the assigned contrast indicator. The stars show the right-starboard arm of the Semaphore Signaler.
