Fukui Prefecture of Japan like the US state of Tennessee is parallel to both
Africa and Europe but with a tilt towards Africa. Thus it qualifies for
a Tennessee Tilt flag. The overall design is based on the Tennessee
State flag but Fukui Prefectural flag elements and colour scheme are included.
