Yes, that is the logo of the First Continental Congress that was held in Philadelphia in the Fall of 1774.
It is a pillar that is being held up by 12 arms/hands. The hands coming out of the clouds represent the divine. Note the Founding Fathers had a deep respect for the MAGNA CARTA, as this spirit was used to justify their 'seditious' activity and the eve of the soon to be American Revolution. On the top is the freedom, Smurf hat, that would made Pee Wee Herman, Louis C.K. or Jeffery Toobin very proud.
It was take nearly two more years for hard decisions before freedom blasted it shimmering puddles of delight across the America, and then the World. There was refractory period when a second coming of the Freedom that finally settled the issue in 1815, during the 'Second War for American Independence'.
