The arrangement of stars on this flag translates to 250, in honor of America's 250th Sesquincentennial. All have seen Braille in elevators, public parks, and historical markers here and there. Yet to catch a blind person reading it the wild is the rarest of rare. One has better chances of being abducted by Aliens.
If you ever learn Braille, you'll notice that translation is not always perfect as to what is written.
The backwards L is the # indicator, then the letters B, E, and J double for numbers in front of the backwards L.
